ÀÍÎÒÀÖ²ß:
Ó ñòàòò³ ðîçãëÿíóòî êîìïëåêñ ïåðåäóìîâ, ÿê³ âïëèâàþòü íà ôîðìóâàííÿ òà ðîçâèòîê ñèñòåìè ñòàíäàðòèçàö³¿ ïðîäîâîëü÷î¿ ñèðîâèíè â Óêðà¿í³. Àêòóàëüí³ñòü äîñë³äæåííÿ îáóìîâëåíà çðîñòàþ÷èìè âèìîãàìè äî ÿêîñò³ òà áåçïå÷íîñò³ õàð÷îâèõ ïðîäóêò³â ÿê ç áîêó ñïîæèâà÷³â, òàê ³ ç áîêó ì³æíàðîäíèõ ðèíê³â. Ïîãëèáëåííÿ ³íòåãðàö³¿ Óêðà¿íè äî ñâ³òîâî¿ åêîíîì³êè, àäàïòàö³ÿ äî çàêîíîäàâñòâà ªÑ, à òàêîæ âèêëèêè, ïîâ’ÿçàí³ ç³ çì³íîþ êë³ìàòó, â³éíîþ òà åêîëîã³÷íîþ íåñòàá³ëüí³ñòþ, àêòóàë³çóþòü íåîáõ³äí³ñòü ïåðåãëÿäó íàö³îíàëüíèõ ñòàíäàðò³â ó ñôåð³ ïðîäîâîëü÷î¿ ñèðîâèíè.
Ìåòîþ ñòàòò³ º ñèñòåìàòèçàö³ÿ òà íàóêîâå îá´ðóíòóâàííÿ êëþ÷îâèõ ÷èííèê³â, ùî âèçíà÷àþòü ïðîöåñ ñòàíäàðòèçàö³¿ àãðàðíî¿ ñèðîâèíè, çîêðåìà â ³ñòîðè÷íîìó, åêîíîì³÷íîìó, ïîë³òè÷íîìó, ñîö³àëüíîìó, òåõí³êî-òåõíîëîã³÷íîìó, åêîëîã³÷íîìó òà ì³æíàðîäíîìó àñïåêòàõ. Îá’ºêòîì äîñë³äæåííÿ º ñèñòåìà òåõí³÷íîãî ðåãóëþâàííÿ ïðîäîâîëü÷î¿ ñèðîâèíè â Óêðà¿í³. Äëÿ äîñÿãíåííÿ ìåòè âèêîðèñòàíî ìåòîäè ñèñòåìíîãî, ³ñòîðèêî-ëîã³÷íîãî òà ïîð³âíÿëüíîãî àíàë³çó, êîíòåíò-àíàë³ç íîðìàòèâíî-ïðàâîâî¿ áàçè, à òàêîæ åëåìåíòè ³íäóêòèâíîãî é äåäóêòèâíîãî ï³äõîä³â.
Ó ðåçóëüòàò³ äîñë³äæåííÿ âñòàíîâëåíî, ùî ³ñòîðè÷íà ñïàäùèíà òåõí³÷íîãî ðåãóëþâàííÿ, çîêðåìà ïîñòðàäÿíñüê³ ï³äõîäè, çíà÷íîþ ì³ðîþ âïëèâàþòü íà ñó÷àñíèé ñòàí íàö³îíàëüíî¿ ñèñòåìè ñòàíäàðòèçàö³¿. Âîäíî÷àñ ãåîïîë³òè÷íèé âåêòîð íà ºâðî³íòåãðàö³þ çóìîâëþº ïîòðåáó â ãàðìîí³çàö³¿ íàö³îíàëüíèõ ñòàíäàðò³â ç ì³æíàðîäíèìè (Codex Alimentarius, ISO, EN). Åêîíîì³÷í³ ôàêòîðè, òàê³ ÿê ðîçâèòîê ÀÏÊ, îð³ºíòàö³ÿ íà åêñïîðò òà òåõíîëîã³÷íà ìîäåðí³çàö³ÿ, âèçíà÷àþòü ïðàãìàòè÷íó íåîáõ³äí³ñòü óí³ô³êàö³¿ âèìîã äî ÿêîñò³ ñèðîâèíè. Ñîö³àëüí³ é ñïîæèâ÷³ î÷³êóâàííÿ ôîðìóþòü ïîïèò íà ïðîçîð³ñòü, áåçïå÷í³ñòü ³ åêîëîã³÷í³ñòü ïðîäóêö³¿, ùî, ó ñâîþ ÷åðãó, ïîòðåáóº îíîâëåííÿ íîðìàòèâíèõ çàñàä.
Îñîáëèâó óâàãó ïðèä³ëåíî àíàë³çó åêîëîã³÷íèõ ³ ì³æíàðîäíèõ âèêëèê³â, ÿê³ òðàíñôîðìóþòü ðîëü ñòàíäàðòèçàö³¿ ç âíóòð³øíüîãî òåõí³÷íîãî ³íñòðóìåíòó ó ñòðàòåã³÷íèé çàñ³á äîâ³ðè, ÿêîñò³ òà ðèíêîâî¿ â³äïîâ³äíîñò³. Çðîáëåíî âèñíîâîê, ùî ôîðìóâàííÿ åôåêòèâíî¿, ïðîçîðî¿ òà íàóêîâî îá´ðóíòîâàíî¿ ñèñòåìè ñòàíäàðòèçàö³¿ ïðîäîâîëü÷î¿ ñèðîâèíè º êëþ÷îâîþ óìîâîþ äëÿ ñòàëîãî ðîçâèòêó àãðàðíîãî ñåêòîðó Óêðà¿íè òà éîãî ³íòåãðàö³¿ äî ãëîáàëüíîãî ðèíêó.
