SUBSTANTIATION OF THE AMENDMENTS TO THE NEW EDITION OF THE STATE SANITARY RULES “PLANNING AND CONSTRUCTION OF THE SETTLEMENTS” IN TERMS FOR NORMALIZATION OF NEW SIZES OF SPZ FOR FILLING STATIONS OF DIFFERENT CAPACITY

SUMMÀRY:
The results of the complex hygienic studies of ambient air pollution (based on calculated and actual concentrations of main pollutants) in a zone of the influence of modern filling stations (FS) of small and medium capacity, taking into account a determination of the risk for the health of the popu-lation in the adjacent residential buildings are presented in the article. Sanitary protection zones (SPZ) for FS were substantiated taking into account the capacity: for the filling stations of low and medium capacity – not less than 50 m and for filling stations of large capacity – not less than 100 m at the equipping them with the ecologically safe equipment, introduction of the effective air protection measures. Sanitary classification of the enterprises and industries was proved to require a revision and rationing of differentiated sanitary protection zones (minimum and maximum SPZ) for filling sta-tions taking into account the capacity, implementation of the effective air protection measures and introduction of risk approach to sanitary-epidemiological assessment of the location of filling stations. On the basis of the results of the scientific research, the current normative–legal base for planning and construction of settlements, including requirements to the location of FS, needs a substitution with a revision of sanitary classification of the enterprises and industries and normalization of differ-entiated sanitary protection zones (minimum and maximum SPZ) for them taking into account the capacity, implementation of the effective air protection measures.
The introduction of existing and designed FS equipment for the containment of carcinogenic vapours at refueling of vehicles which will provide a reduction of air pollution of the working zone for the employees of FS and the environment of the adjacent residential building which meets the re-quirements of EU directives(2008/50 / EC, 21.05, 2008; 2004/42 / EU, April 21, 2004; 1999/32 / EU, April 26, 1999; 98/70 / EU, May 21, 1998; 94/63 / EU, December 20, 1994) to the quality of gasoline, diesel fuel and control of the FS emissions and the national sanitary legislation of Ukraine (SSR ¹173-96) was substantiated.
