ANALYSIS OF UKRAINE’S LEGISLATION REGULATING THE SAFETY AND QUALITY OF FOOD (literature review)

SUMMÀRY:
Given the economic, environmental and social importance of the problem of safety and quali-ty of foodstuffs, the aim of this article was to analyse the legal framework in relation to regulation of food quality and safety issues currently present in Ukraine.
The informational basis of the study were laws and regulations, statistical data sources, scien-tific publications and electronic resources. We used the scientific search and analytical methods in this publication.
This article analyses the current legal framework of Ukraine with regard to the national sys-tem of regulation of food quality and safety. It was shown that it is based on the complex approach to the monitoring, assessment and regulation of quality and safety of food products at all stages of their production, processing, storage, transportation and sale, including institutional control, state surveil-lance and social control. The attention was focused on the national priorities in the field of provision of food to the child population. The shortcomings in the functioning of the national system of state food safety control and ways to overcome them were highlighted. It was concluded that in Ukraine, issues on food safety and quality are generally regulated by law. At the same time, the process of in-corporation of European requirements and standards into Ukraine’s legislation has not been com-pleted. At the legislative level, the most stringent requirements for food safety and quality were set for baby food products and raw materials from which they are produced. The following factors that sig-nificantly affect the level of safety and quality of food products in Ukraine were determined: the ab-sence of a single state body with the functions of complex food safety control, lack of technical and financial support to laboratories, lack of rapid analysis methods suitable for wide practical applica-tion, lack of the real responsibility for market operators for the violation of law requirements in this area and others.
